Open letter to the members of the commission (ICZN) with the request to pass it on to other colleagues! Response to the "Proposed amendment of the International Code of Zoological Nomenclature to expand and refine methods of publication" (ICZN: Zootaxa 1908: 57-67, October 17, 2008) Board of the CURCULIO Institute** The "International Commission of Zoological Nomenclature" (ICZN) released its proposed regulations in Zootaxa allowing electronic publications (e.g. in the internet). These are proposed amendments, which are not yet in effect and are aimed to allow researchers to submit their own proposals before the new rules take effect on January 1, 2010. We like to take issue with these suggestions, because we look back on a rich and positive experience with interactive electronic publications (e.g. on CD/DVD) for more than 10 years. We want to continue to contribute with the innovation of adequate electronic publishing to the rapid development of scientific taxonomical research also in future. |

Stellungnahme zum "Vorschlag der Internationalen Kommission für Zoologische Nomenklatur zur Erweiterung und Spezifizierung von Publikationen" (ICZN: Zootaxa 1908: 57-67, 17. Okt. 2008) Vorstand des CURCULIO-Instituts** Die "Internationale Kommission für zoologische Nomenklatur" (ICZN) hat ihre vorgeschlagenen Änderungen der Regeln zu elektronischen Publikationen (z.B. im Internet) veröffentlicht (Zootaxa). Dabei handelt es sich zunächst nur um allererste Vorschläge, die es Wissenschaftlern erlauben sollen, Änderungen und eigene Vorschläge zu unterbreiten, bevor die neuen Regeln am 1.1.2010 in Kraft treten sollen. Wir greifen diese Anregung gern auf, da wir seit weit über 10 Jahren auf einen reichen Erfahrungsschatz mit digitalen, interaktiven, elektronischen Publikationsmedi-en (wie z.B. CD/DVD-Publikationen) zurückschauen können. Wir hoffen sehr, damit einen Beitrag zu leisten, die wissenschaftliche taxonomische Forschung adäquat publikationstechnisch begleiten zu können. |
ICZN:
‘8.4. Works issued as physical copies.
Works issued as physical copies are subject to the
following criteria:
8.4.1. Works
printed on paper. After 2009, the only acceptable means of
producing physical copies is by
printing on paper using ink or toner.’

8.4. To be considered as published, works must satisfy the following criteria: 8.4.1. Works must be published and archived on a physically ‘hard’ medium (e.g. on a CD/DVD or on paper at present). Reasons: 1. Since 2000, ICZN has allowed taxonomic and scientific works to be published on other media than printed paper (e.g. CD/DVD). This has led to many innovations that rank among the standards of scientific research and publishing today.
2. All these new interactive ways of presentation cannot be documented on paper without a large loss of data and information. 3. For this reason limiting documentation of taxonomic-scientific works only to printed paper is no longer an option! 4. Core task of the ICZN and the rules is to make sure that taxonomic-scientific results remain available without loss or change independent from the storage medium. The question of the ‘half-life’ of a CD ROM or the ‘acid content’ of paper becomes subordinate, because the dynamic advancement of future data carriers has to be part of this data preservation concept. 5. The subject has never been – neither before nor after Gutenberg – the physical stability of data carriers, but the question has always been ‘How can it be ensured that data can be passed quickly, comfortably, confidently, error-free and cost-efficiently to the next generation of data carriers?’ Biologists should know it best: ‘To preserve life means to copy life successfully’! |
8.4. Um als publiziert zu gelten, muss eine Arbeit folgenden Kriterien genügen: 8.4.1 Eine Arbeit muss auf einem "harten", physikalischen Medium veröffentlicht bzw. hinterlegt werden (z.B. derzeit auf CD/DVD oder auf Papier). Begründung:

To be considered published, a work on CD-ROM or DVD
8.4.2.1. must have been issued after 1999 and
before 2010, and
8.4.2.2. must contain a
statement naming at least 5 major publicly
accessible
libraries in which copies of
the CD-ROM or DVD were to have been
deposited.’

‘8.5. Works issued and distributed

issued and distributed electronically must

have been issued after 2009,
8.5.2.
state the date of publication in the work itself, and
8.5.3. be
archived with an organization other than the publisher in a manner
compliant
with ISO standard 14721:2003 for an Open Archive Information
System
(OAIS), or the successors to that standard.(For documentation of the
location
of the archive, see Article 10.9.2.1.)
8.5.3.1. The archiving organization’s website must
provide a means to determine which works are contained in the archive.
8.5.3.2. The archiving organization must have permanent or
irrevocable license to make the work accessible should the publisher no
longer do so.
8.5.3.3. If it is found that the work was not deposited in an
archive within
one year after the work’s stated date of
publication, or that after the
publisher or its successor no longer supports distribution of
a work it
cannot be recovered from an archive, the case must be
referred to the
Commission for a ruling on the availability of any names and
nomenclatural
acts
contained in the work.’
| 8.5 We propose the following rules for
works that are
published on electronic media (e.g.
internet): 8.5.1 Electronic publications (e.g. interactive publications or digital paper/PDF) have to be archived and distributed within 1 year by the editor on a physically ‘hard’ medium.
Reasons: 1. In principle we appreciate this overdue development for publications on electronic media! 2. It must be assured that the original form and content of the publication - irrespective of the choice of the first medium - are preserved (e.g. interactive publication first on CD ROM and then the interactivestructure in the internet, or first publication on paper and then PDF in the internet). A coloured digital publication (PDF) for example, is incompatible with black-and-white publication on paper (information loss or deviations have to be avoided!).
Final comment and recommendation: Why should we be at odds about this? To question the durability of the media used (e.g. CD ROM or books)* is a platitude. The same is true for questioning the durability of archiving institutions. Hence, we recommend the simultaneous utilisation of numerous archiving media, institutions and official registers (e.g. ZooBank).
* One of the challenges of modern library sciences is the "digital archiving" of our archived paper publications, for which great efforts are being made internationally! Readers of the WEEVIL NEWS and our members will be informed about the answer of the commission (ICZN). Let’s not go two steps forward, and then three backwards! **

8.5.3. Im Falle von interaktiven Publikationen sind das zur Zeit CD/DVD, und im Falle elektronischer Papierpublikationen (PDF) kann dies jederzeit auch auf Papier geschehen.
2. Dabei muss jedoch sichergestellt werden, dass die Originalität - Form und Inhalt - der Publikation unabhängig von der Wahl des ersten Mediums erhalten bleibt (z.B. zunächst interaktive CD ROM, dann interaktive Publikation im Internet bzw. zunächst Publikation auf Papier, dann PDF im Internet - oder umgekehrt). So ist z.B. eine farbige Internetpublikation (PDF) nicht vereinbar mit einer S-W-Papierpublikation (Informationsdefizite bzw. -differenzen sind unbedingt zu vermeiden!).
Was sollen wir uns darüber streiten? Die Infragestellung der Dauerhaftigkeit von Medien (z.B. CD ROM) oder Büchern* ist ein Allgemeinplatz ebenso wie die Infragestellung der Dauerhaftigkeit von archivierenden Institutionen. Deshalb empfehlen wir die zeitgleiche Nutzung zahlreicher archivierender Medien, Institutionen und Registraturen (z.B. ZooBank). * Eine der großen Herausforderungen der modernen Bibliothekwissenschaften sind die internationalen Bemühungen zur "digitalen Archivierung" unserer historisch-archivierten Papier-Editionen! Wir werden unsere Leser der WEEVIL NEWS sowie unsere Mitglieder über die Antwort des ICZN zu einem gegebenen Zeitpunkt informieren. Lasst uns nicht zwei Schritte vorwärts, aber drei Schritte zurück gehen! **
